Hukou Restrictions on Graduates Removed
The State Council recently published an announcement on efforts to improve the employment situation for university graduates. Among the policies aimed at making it easier for recent graduates to find employment, the central government said that it will begin to include graduate employment rates as an indicator to be assesed in the regular evaluation government officials and it also required all cities, aside from the four under the direct control of the central government (Beijing, Chongqing, Shanghai and Tianjin), to remove any restrictions that limit whether graduates can settle in an area based on their hukou or household registration. Graduates are also encouraged to seek job opportunities in less-developed regions or to become self-employed. The State Council also said that the government would provide loans and preferential tax policies to graduates who wish to run a small businesses. The central government is also willing to offer loans at preferential rates to smaller labor-intensive companies that are willing to take on employees.
