The Guangzhou Municipal Government yesterday released new regulations that will legalize the transfer of collectively-owned land. However, officials from the city's Land, Resources and Housing Bureau emphasized that collectively-owned land that has been zoned for construction will not be permitted to be used for the construction of commercial housing developments.
The transfer of land-use rights will be conducted through a city-wide trading platform ans land transferred for the purpose of industry, commerce, tourism, entertainment and other business will need to take pass through the three stages of "seeking tenders, auction and official notification."
According to the bureau, the new policy will promote the efficient use of land and also allow farmers to benefit from the city's modernization.
