According to a report by Kashgar News Online (喀什新闻网消息), Zhang Renliang (张仁良), the former deputy party secretary and district head of Shanghai's Jing'an District was appointed as the deputy party secretary of the prefectural party committee of Kashgar (中共喀什地委副书记) last month.
