According to China News, 17 ministries including the National Development and Reform Commission and the Ministry of Finance have recently introduced a nationwide scheme for energy saving and emissions reduction during the twelfth five-year plan. According to the plan, officials' cars will be banned from the roads for one day per week according to their license plate numbers and a pilot scheme will see the introduction of bicycles for civil servants.

The scheme also advocates the “135” travelling plan and encourages civil servants travelling distances of less than a kilometer to go by foot, whereas bicycles should be used for trips of between one and three kilometers and public transport is appropriate for officials' trips of between three and five kilometers.

Government offices are also encouraged to use air conditioners for one hour less each day during seasons when electricity is in peak demand and to keep doors and windows closed when using the air conditioners. Government offices are also encouraged to use recycled appliance and recycle old computers, printers, newspapers and wraps.
