At a meeting of the Political Bureau of the Chinese Communist Party's Central Committee on December 3, leaders discussed the country's economic strategy for the coming year in preparation for this month's annual Central Economic Work Conference. Participants committed themselves to implementing a proactive fiscal policy and prudent monetary policy and also to strengthening the effectiveness, flexibility and accuracy of macroeconomic controls. According to CBN, this announcement represents a clear signal that China plans to recognise recent tightening measures with a shift in the official description of monetary policy from "relatively loose" to "prudent."
